Policy and Strategy Consultant – UNICEF Vientiane (6 months, office based)

Description: UNICEF is recruiting a Policy and Strategy Consultant in Vientiane, Lao PDR, for the ALERT-LAO project (Advancing Lao PDR's Pandemic Response and Transformation). Contract duration: 6 months. Working arrangement: office based. Open to both international and national candidates. ALERT-LAO is a government-led, multisectoral One Health project co-led by the Ministry of Health and the Ministry of Agriculture and Environment, funded by a Pandemic Fund allocation. UNICEF supports the human health component. The Department of Disease Control (DDC) leads coordination and hosts the Project Coordination Unit. Purpose: under the supervision of the UNICEF Health Manager (Pandemic Fund), and working day to day with the Head of the DDC Project Coordination Unit and technical leads of DDC divisions and the Department of Healthcare and Rehabilitation, the consultant provides technical, analytical and drafting support so that the Government can produce nine national documents to the stage required by the Year 1 project targets. The Government retains full ownership of every document. The assignment is temporary, time-bound and deliverable-based. Scope of work: - Surveillance, joint risk assessment and health security planning: national surveillance strategic plan, multisectoral data-sharing and joint risk assessment mechanism, and a sustainability plan for human health surveillance within the NAPHS 2026–2030. - Points of Entry standards, strategy and workforce training plan: national Points of Entry standards and strategic plan 2027–2030, update of the Wattay International Airport public health emergency SOP, and a training plan and module guideline for 12 Points of Entry. - Prevention, infection prevention and control and emergency response: national influenza pandemic preparedness and response strategy, and infection prevention and control and patient referral SOPs.
