MEAL and GIS Officer – Save the Children International (Vientiane Capital)

Description: Save the Children International (SCI) is looking for a MEAL and GIS Officer based in Vientiane Capital. Role purpose: SCI, with the World Mosquito Program (WMP) and the Department of Communicable Disease Control (DCDC), Ministry of Health, runs the Driving Down Dengue in Laos project in Vientiane Capital, Oudomxay, Luangprabang, Savannakhet and Champasack provinces, releasing Wolbachia-carrying Aedes aegypti mosquitoes to reduce dengue transmission. The MEAL and GIS Officer reports to the MEAL and GIS Senior Coordinator and supports the project's Geographic Information System (GIS), core data systems and field data management. The post holder manages and synchronizes daily operational data, prepares weekly maps for mosquito-release activities, and supports colleagues and Village Health Volunteers in using mobile applications and digital tools in the field. The role also contributes to Monitoring, Evaluation, Accountability and Learning (MEAL) activities. Key responsibilities: - Work with field and laboratory staff so that field data are complete, accurate, timely and of high quality. - Maintain project mobile devices and give technical support to partners and field staff. - Prepare, update and upload maps to mobile devices for field teams. - Support data collection on mobile devices and its synchronization with the Aggregate data platform. - Support the management of SCI SharePoint and Google Drive document libraries. - Communicate with village leaders, village volunteers, district health officers and other stakeholders. - Carry out data validation, cleaning and quality assurance; support the technical team in using the central core data system. - Support the line manager with MEAL activities at the country office. - Manage data entry, validation and analysis of participant tracking lists, disaggregated by sex, age, location and disability status where applicable. - Support SCI's Feedback and Reporting Mechanism and the World Mosquito Program's Incident Management System. - Help monitor progress against project targets and contribute to donor and project reports. - Prepare advance requests, liquidations and returns following SCI financial procedures. - Travel regularly to project sites for GIS, data, MEAL and operational support. Qualifications and experience: - Bachelor's degree and/or equivalent professional qualification in a relevant field (GIS, Computer Science or other); a qualification in research methods or monitoring and evaluation is desirable. - At least 2-3 years' experience in data and GIS management at a recognized institution. - Experience in monitoring and evaluation of projects. - Previous experience implementing a dengue project or other health project. - Experience managing complex information in a medium to large organization, ideally international. - Experience with desktop GIS applications (e.g. ESRI suite, QGIS), database platforms (e.g. SQL Server, PostgreSQL) and at least one of: data visualization software (e.g. R, Prism) or Google G-Suite management. - Experience maintaining relational databases. - High-level English, spoken and written. Contract: fixed term, 1 year with the possibility of extension.
