คำอธิบาย: ENVIRONMENTAL ASSESSMENT & MANAGEMENT SPECIALIST Location Vientiane Capital, Lao PDR, with field assignments nationwide Employment Full-Time ESL is seeking an experienced Environmental Assessment and Management Specialist to strengthen the Environmental & Biodiversity Division and lead environmental assessment, management, monitoring and compliance assignments. The position requires a highly capable environmental professional who can independently lead projects and technical workstreams, coordinate multidisciplinary teams, solve complex environmental and implementation challenges, and deliver high-quality client-ready outputs. The successful candidate will work across energy, mining, infrastructure, waste management, climate, water resources, and other development sectors in Lao PDR. About ESL Established in 2000, ESL Company Limited (ESL) is a Lao environmental and social consulting firm with over 25 years of experience and more than 150 assignments across Lao PDR. We provide environmental and social assessment, monitoring and compliance, biodiversity, social safeguards, waste and water management, climate resilience, and GIS services across energy, mining, infrastructure, agriculture, and development sectors. ESL combines deep local knowledge, technical excellence, and international good practice to support responsible and sustainable development throughout Lao PDR. Position Overview The Specialist will contribute to and lead environmental assessment, management, monitoring and compliance assignments, including ESIA/ESMMP, environmental monitoring, waste and circular economy initiatives, water resources, biodiversity, climate resilience, GIS and related technical services. Candidates are not expected to specialize across all service areas. Strong capability in ESIA, ESMMP and/or environmental compliance is required, together with specialization in at least one or two complementary areas such as water, waste, biodiversity, climate, GIS, remote sensing or nature-based solutions. Key Responsibilities ESIA, ESMMP & Environmental Compliance Lead and contribute to IEE, EIA/ESIA, ESMMP/EMMP and environmental compliance assignments. Review project activities against Lao environmental requirements, project commitments and applicable international standards (i.e., IFC, WB, ADB). Conduct environmental compliance reviews, gap assessments, monitoring and corrective-action follow-up. Prepare practical environmental management, mitigation and monitoring measures. Baseline Studies Lead or supervise physical environmental baseline surveys and monitoring, including water, air, noise, soil. Coordinate and contribute to biodiversity, forestry and ecological baseline surveys with relevant specialists. Develop survey plans, sampling methods, field protocols and QA/QC requirements. Coordinate field teams, laboratories and specialist inputs, analyze environmental data, and translate findings into practical management recommendations. Contribute to assignments related to waste and pollution management, climate change, natural resources and biodiversity management. Project Leadership, Reporting & QA/QC Independently manage medium to large environmental projects or lead major technical workstreams from inception to completion with minimal supervision. Translate TOR and contractual requirements into clear work plans, tasks, responsibilities and deliverables. Manage scope, schedules, teams, risks, client/stakeholder coordination and deadlines proactively. Prepare and review high-quality technical reports, assessments, management plans in English and Lao. Analyze and synthesize field data, laboratory results, regulatory requirements and specialist inputs. Provide technical guidance and QA/QC to junior and mid-level staff. Identify issues early and develop practical solutions with limited supervision. Teamwork and Proposal Development Collaborate across environmental, biodiversity, GIS and social disciplines and promote knowledge sharing. Supervise, mentor and effectively delegate work to junior staff or intern. Lead or contribute to proposals, methodologies, work plans, staffing and cost estimates. Support business development and participate in technical meetings with clients and prospective clients. Qualifications and Experience Master's degree or equivalent professional qualification in Environmental Science, Environmental Engineering, Environmental Management, Natural Resources, Water Resources, or a closely related field. At least 5 years of relevant professional experience in environmental consulting, assessment, management or compliance, with demonstrated ability to lead projects and technical assignments. Demonstrated experience with EIA/ESIA, IEE, ESMMP/EMMP and environmental monitoring/compliance. Strong knowledge of Lao PDR environmental regulation and familiarity with international standards (IFC, World Bank, ADB or equivalent). Practical experience in one or more physical environmental areas such as water, air, noise, soil, waste or pollution management, biodiversity or related environmental fields. Preferred experience in sectors such as hydropower, mining, infrastructure, agriculture or industry. Demonstrated ability to independently manage projects, teams, schedules and technical deliverables. Strong analytical, problem-solving and technical report-writing skills. Good professional English and Lao communication skills. Ability and willingness to undertake field assignments throughout Lao PDR.
