The “Citizen Engagement for Good Governance, Accountability and Rule of Law” (CEGGA) III Project, a joint initiative of two Team Europe partners – Germany and Switzerland, is currently seeking one (1) qualified Lao national for the position of Multi-Stakeholder Platforms and Policy Liaison Advisor, based in Vientiane Capital starting from 01.01.2027 to 31.12.2030. MAIN TASK AND RESPONSIBILITIES: Coordination of activities under output 3. Manage and steer local contributions, consultancy contracts and/or finance agreements. Provide technical advisory services and backstopping support to government and non-government partners on multi-stakeholder processes. Gender Equality Disability and Social Inclusion (GEDSI) mainstreaming and gender-sensitivity assurance of all organized activities. Guidance on coordination and backstopping of cross-cutting tasks and liaison with CEGGA III’s political and implementation partners on national and sub-national level. About The Role The Manager, Distribution Center (DC) Operations & Transportation leads end-to-end warehouse and distribution operations across Laos, ensuring efficient, compliant, and cost-effective supply chain delivery for DKSH's Consumer Goods business. O & M Coordinator Engineer

Primary Responsibilities: O & M Coordinator Engineer Functional Area (Key Responsibilities) - Comply with all internal policies and procedures, including company regulations, working hours, and standard operating procedures (SOPs). - Monitor daily reports to identify pending repair cases and coordinate with the technical repair team to ensure timely customer service. - Coordinate regularly with both in-house and outsourced technical teams to assign new and urgent cases, including Enterprise, DPLC, Fiber, and high-value residential customers, ensuring priority handling and prompt service. - Coordinate with relevant internal departments, including Finance, After-Sales Service, Sales, and Administration (Warehouse), to ensure smooth operations. - Escalate excessive or overdue repair cases to the immediate supervisor and propose appropriate corrective actions to resolve issues promptly. - Submit daily reports on completed and pending repair cases to the line manager before 5:00 PM. - Communicate with customers professionally, clearly, courteously, and effectively. - When customers request urgent repair services due to special circumstances, consult with the immediate supervisor for review and approval before assigning the case to the outsourced technical team. - Promptly inform the line manager of any customer cancellations, service changes, complaints, dissatisfaction, or delayed repairs so that appropriate corrective actions can be taken to minimize business impact. - Record and reconcile installation and repair equipment usage on a daily and weekly basis, and submit the records to the Finance Department for verification and reimbursement to outsourced service providers. - Consolidate information on customers who are ready to return equipment (e.g., ONT, Pocket WiFi, and CPE), coordinate with the Dispatch Team for equipment collection, and ensure returned equipment is transferred to the warehouse. - Prepare and issue Pocket WiFi devices to the Dispatch Team for delivery to customers awaiting installation or repair, based on customer service requirements. - Verify customer service coverage and installation availability for the Sales Department before sales registration. - Update FAT (Fiber Access Terminal) records with the Technical Team after installation or relocation has been completed, using the technical team's Excel tracking file. It is the only multilateral agency fully dedicated to supporting the internationalization of SMEs. ITC’s mission is to foster inclusive and sustainable growth and development through trade and international business development. ITC projects and programmes contribute to the global efforts to achieve UN Global Goals for Sustainable Development and the Aid for Trade agenda. ITC Headquarters is located in Geneva, Switzerland. (website: www.intracen.org) ITC is currently seeking for a Project Team Leader for the new “Lao PDR Building Opportunities for Sustainable Trade” project (BOOST) implemented by ITC and funded by the European Union (EU). The BOOST project (Building Opportunities for Sustainable Trade) is one component of the Lao PDR – EU Assistance for Private Sector & Trade (LEAP) programme. The overall objective (impact) of LEAP is to contribute to sustainable and inclusive growth in Lao PDR through private-sector led growth, while fostering EU-Lao PDR economic partnership. The specific objective (outcome) of BOOST is to increase trade between the EU and Lao PDR while attracting more EU investment, including a focus on aligning production and business practices with EU environmental and sustainability standards, promoting eco-friendly supply chains, and ensuring compliance with due diligence frameworks. The three expected outputs of BOOST are: Output 1: Strengthened public-private sector coordination to increase export and investment opportunities Output 2: Companies capacitated to meet EU and international standards and regulations for exports Output 3: Gaps to implement international trade regulations addressed (ASEAN and EU). The Office for Asia and the Pacific (OAP) of ITC is responsible for the overall management of the project. The Ministry of Industry and Commerce (MoIC) is the main project counterpart. The project will also work with several key business-support organisations, such as the European Chamber of Commerce and Industry in Lao PDR and the Lao National Chamber of Commerce and Industry. The position is located within the project office, set up within the premises of the Ministry of Industry and Commerce in Vientiane, Lao PDR. The function will involve travel within Lao PDR and possibly within the region or beyond. RESPONSIBILITIES: Under the general guidance of the Chief of OAP and the direct supervision of the Project Manager of OAP, both based in Geneva, Switzerland, the Project Team Leader will ensure effective coordination and balanced implementation across Outputs 1, 2, and 3, working closely with ITC headquarters, implementing partners and national counterparts Leadership, work planning and results based management: • Contribute to strategic direction for the implementation of the BOOST project in Lao PDR, ensuring alignment with the project’s logical framework, EU and ITC priorities, and relevant national policies and strategies. • Oversee the preparation and periodic revision of annual and quarterly work plans and budgets, in close collaboration with ITC HQ, project staff, Expertise France and other LEAP implementing partners, ensuring clear allocation of responsibilities across Outputs 1, 2 and 3. • Contribute to the design and maintenance of a robust results based management (RBM) approach, including clear baselines and targets, and integrate these into work plans. • Supervise systematic collection, validation and analysis of data on project activities, outputs and results; contribute to analyzing the monitoring information for adaptive management and continuous improvement. • Coordinate timely, progress and results reports (narrative and indicator updates) for ITC internal purposes and for submission to the EU Delegation and other stakeholders, in line with contractual requirements. • Identify risks and bottlenecks to project delivery (including contextual, operational, fiduciary and reputational risks), maintain an updated risk register, and propose and follow up on mitigation measures in consultation with ITC HQ and project partners. Partner and Client Relationship Management and Project Outreach: • Serve as a focal point for communication and coordination with MoIC, the EU Delegation, and other project partners; engage tactfully, develop partnerships and manage relationships with the Government of Lao PDR, relevant bodies and all project partners and beneficiaries, maintaining constant liaison, information sharing and communication, obtaining support for project implementation, ensuring commitment, ownership and sustainability. • Hold regular meetings with the Government of Lao PDR and the EU Delegation as relevant, to review progress, address challenges and agree on next steps and priorities; provide regular briefings to other key partners, as relevant, on progress, challenges and risk mitigation; support joint monitoring visits and reviews • Facilitate interactions, exchanges and cooperation among project stakeholders, including between the public and private sectors, business support organizations, civil society and development partners, to maximize synergies and avoid duplication. • Represent the project in Lao PDR and, where required, in the ASEAN region; deliver presentations and interventions at events and meetings and ensure clear and consistent communication of BOOST objectives, activities and results. • Identify and manage linkages and synergies with other programmes and initiatives in Lao PDR and in the ASEAN region, including those funded by the EU and implemented by ITC and other development partners, and support coordination of joint or complementary activities. • Coordinate and manage relationships with focal points and contact persons for activities under Outputs 1, 2 and 3 to obtain support for project implementation; ensure regular contacts and dialogue with partners in the public and private sectors to ease and facilitate smooth implementation of activities. • Liaise proactively with other development partners active in the field of trade and investment in Lao PDR to ensure complementarity, avoid overlap and promote joint or mutually reinforcing actions. Capacity building and technical content: • Coordinate the technical assistance activities under Outputs 1, 2 and 3, working closely with ITC technical experts and national counterparts to define activity content and methodology (e.g. studies, trainings, workshops, tools) and ensure technical quality; provide inputs to concept notes and related documentation • Act as a technical expert for Output 3; provide technical support to the roll-out of Output 3 activities, including defining activity content with ITC technical experts, identifying and mobilizing partners and beneficiaries, organizing preparatory and follow-up meetings and consultations, presenting activity content, objectives and expected results to stakeholders, moderating technical meetings. • Provide advisory support and guidance for capacity building, ensuring needs-driven interventions, skills transfer and exchange of best practices; provide specialized technical inputs to the project team and national stakeholders. • Keep abreast of regulatory and policy developments relevant to Output 3 in Lao PDR and the ASEAN region and ensure that project activities remain up to date and evidence based. • Coordinate closely with ITC HQ technical specialists to ensure consistency with ITC methodologies and alignment with relevant regional and global initiatives. Project Implementation, Monitoring, and Reporting: • Oversee work planning, ensure timely delivery of outputs and results; maintain overall coordination and oversight of project activities, ensuring coherence, efficiency, and alignment with the project’s objectives. • Identify risks to project implementation and propose mitigation actions for consideration by ITC HQ and project partners. • Manage the ITC project office in Vientiane and organize regular team meetings, provide guidance for the work of project staff, attend and contribute to project management meetings led by the Project Manager and involving the whole project team. • Ensure effective coordination and synergies between Output 3 activities and the implementation of activities under Output 1 and Output 2 of the project, including through joint planning, information sharing and, where appropriate, joint activities. Support for Project Governance: • Organize the meetings of project governance bodies, including Project Steering Committee (PSC) meetings and Project Monitoring Group meetings and other meetings as relevant (incl. planning the meetings with project partners, devising meeting contents, preparing agendas and notice of meetings, preparing and undertaking presentations, supervising the drafting of minutes and tracking decisions and action points). • Follow up on the adoption and implementation of recommendations and inputs provided by governance bodies, in liaison with the ITC HQ project team, and reflect agreed decisions in updated work plans, risk registers and resource allocations. National Grant Operation Specialist

**Organizational Setting** This Beneficiary Grants Operational Manual (GOM) is developed by the Budget Holder (i.e., FAOR Lao PDR) based on Manual Section 703 for specifying the operational procedures that will be used in the project Climate Smart Agriculture Alternatives for Upland Production Systems in Lao PDR (hereafter CRA project) for cash grants to the project beneficiaries. The procedures are recorded in this manual for cash grants for supporting Community-led Climate Resilient Investment packages (CRIPs), value-chain piloting and value-chain investments. This beneficiary GOM describes all aspects of the award and implementation and progress monitoring of the Beneficiary Grants. This manual is to be cleared in advance by the Director of the Project Support Division (PSS) (MS 703.2). It will be based on the feasibility assessment and technical guidance by the Inclusive Rural Finance Team (IRF) of the Rural Transformation and Gender Equality Division (ESP) (MS 703.4). It is understood that the clearance of this GOM by FAO/PSS is risk based, considering the risks presented by a specific beneficiary cash grants modality within a specific context, plus the control measures proposed by the Budget Holder to manage and mitigate these risks. The CRA project is Global Environment Facility (GEF) grant funded that is being implemented by Food and Agriculture Organization of the United Nations (FAO). Department of Land Administration and Management (DLAM) under the Ministry of Agriculture and Environment is the main executing agency. The project is being implemented through operational partner implementation modality (OPIM) and the OP is World Vision International Lao PDR. Climate change poses significant current and expected risks to Lao PDR, particularly for farmers. Forecast trends indicate bifurcated and intense rainfall events during the wet season resulting in greater levels of precipitation and increased flooding. It will also result in a hotter and drier dry season leading to increased droughts and more crop failures. The project covers four districts in Northern Laos in two provinces - Phonphong and Viengkham districts in Luang Prabang province and Xiengkhor and Kuanh districts in Houaphanh province. The rural households in the project area that are heavily reliant on agriculture as their main source of livelihood are particularly vulnerable to these threats, with both high exposure and high sensitivity, especially those relying on rainfed production of lower-value commodity crops such as rice and other upland crops. Small agribusinesses in the rural areas are financially weak and find difficulties to source agricultural products from the project district and add value to reach to consumer markets. The project objective is to enhance resilience of vulnerable upland communities to climate change impacts through climate-smart agricultural practices in upland production systems. The project has the following four components. • Component 1: Enabling environment to promote and incentivize resilient and sustainable rural landscapes in Lao PDR • Component 2: Resilient and sustainable land-use planning and value-chain networks in two provinces of the northern uplands. • Component 3: Climate-smart technologies and innovations deployed in two provinces of the northern uplands. • Component 4: Monitoring and evaluation, project communication, and lesson-learning **Reporting Lines** The National Grant Operation Specialist works under the overall supervision of the FAO Representative in Lao PDR, the direct supervision of the AFAOR-P, and the technical supervision of the Lead National Consultant, Climate and Livelihood Expert for Grant Management Manual, with support from the International GEF Expert. To support operational efficiency and ensure timely travel arrangements, UNICEF Lao PDR intends to establish a Long-Term Arrangement (LTA) with an individual service provider who can support train ticket purchasing and related coordination services for domestic and regional rail travel. Setting and Reporting In its resolution 72/279 of 31 May 2018, the General Assembly created a dedicated, impartial empowered and sustainable development-focused coordination function for the United Nations development system, drawing on the expertise and assets of all United Nations development system entities, including specialized and non-resident agencies. The Resident Coordinator system ensures the coordination of all organizations of the United Nations dealing with operational activities for development at the country level, regardless of the nature of their presence in the country. Key activities include deploying and testing an open eLMIS across a selected group of health centres in a phased and structured sequence, training health workers and relevant MoH and MPSC staff on integrated supply management, stock recording, and reporting, and conducting a rigorous impact evaluation comparing the open eLMIS against existing Excel sheet systems to assess stock availability, medicine wastage, and reporting accuracy. The project will also support the migration of existing mSupply sites to open eLMIS, reducing software license costs and consolidating to a single government-owned platform. All activities are implemented in close partnership with the MoH and MPSC to build local capacity and ensure long-term sustainability. **Position Overview** CHAI is seeking a motivated Supply Chain Program Officer to support the open eLMIS implementation study and health supply chain strengthening activities.
