The “Citizen Engagement for Good Governance, Accountability and Rule of Law” (CEGGA) III Project, a joint initiative of two Team Europe partners – Germany and Switzerland, is currently seeking one (1) qualified Lao national for the position of Parliamentary and Administrative System Advisor, based in Vientiane Capital starting from 01.01.2027 to 31.12.2030. MAIN TASK AND RESPONSIBILITIES: Responsibility for Output 2 activities, including partner coordination and steering. Provide senior technical advisory services and backstopping support to government and non-government partners on good governance and the rule of law. Financial planning of activities. Coordination and quality control of consultants, cooperation partners and studies. Development of training materials especially technical advice to revision of existing manuals on the rule of law. Ensure and facilitate Gender Equality Disability and Social Inclusion (GEDSI) of existing and new public engagement tools. Close technical cooperation with Provincial People’s Assemblies (PPAs), government and non-government partners on sub-national level. Provide technical expertise on the cooperation with the National Assembly (NA) and PPA in Lao PDR to CEGGA III senior management, donors and consultancy partners and manage multi-stakeholder exchanges. REQUIRED QUALIFICATIONS: Master’s degree in Public Administration, Political Science or equivalent. At least 10 years of experience working on governance issues, including working with the NA, PPAs, Lao government and/or civil society organisations. Demonstrated experience in financial management. Proven sensitivity in political contexts maneuvering civic engagement with government partners. In-depth understanding of the Lao governance and parliamentary systems, including context knowledge and demonstrated experience working with government and non-government partners at both national and sub-national level. Very good understanding of the rule of law principles. Analytical thinking, strong organisational development and coordination skills. Proven GEDSI mainstreaming experiences. Excellent interpersonal skills, intercultural sensitivity, resilience, team orientation and the ability to work effectively with diverse stakeholders and beneficiaries. Strong process management, didactics and methodological skills and a good understanding of legal matters in Lao PDR. Proficiency in Business English and strong oral and written communication skills. Experience in grant management and managing complex consultancy contracts is an advantage. Willingness to navigate complex administrative and bureaucratic systems and structures is an advantage.
