The “Citizen Engagement for Good Governance, Accountability and Rule of Law” (CEGGA) III Project, a joint initiative of two Team Europe partners – Germany and Switzerland, is currently seeking one (1) qualified Lao national for the position of Communication, Visibility and Knowledge Management Specialist, based in Vientiane Capital starting from 01.01.2027 to 31.12.2030. MAIN TASK AND RESPONSIBILITIES: Advise two projects (CEGGA III and Land Management and Decentralised Planning, LMDP IV) on communication, visibility and information and knowledge management by preparing and implementing communication and visibility plans. Manage and prepare regular social media posts on project activities and results. Prepare communication formats such as short snapshots (videos, soundbites e.g.), video takes, interview scripts of/for partner activities. Ensure that corporate design rules and related donor requirements / agreements are applied to all projects’ materials, presentations and publications, and that gender sensitivity is observed at all times. Ensure a well-structured and maintained filing system in the projects’ Sharepoint. Actively participate in relevant GIZ Laos focal point groups and task forces related to communication, visibility and PR. Support administrative S4HANA GIZ processes in particular BANF creation for both projects. REQUIRED QUALIFICATIONS: University degree (B.Sc. or higher) in Communication / Mass Communication / Public Relations Journalism or related comparable area and qualification; At least 3 years of professional working experience in a similar position with a proven track record of work in the field of communication, journalism or public relations; Excellent writing and speaking skills in English and Lao and proven communication and networking skills; Experience in editing and writing articles and press releases; Profound knowledge of the Media Landscape in Lao PDR, existing network with journalists; Very good skills in the use of camera, image and video editing, such as InDesign, Corel Draw, MS Office 365 and MS publisher. Other knowledge, additional competences Good working knowledge of ICT technologies (relevant hard and software and ICT tools for development, such as social media and data management) Working knowledge with media production and graphic design programmes; Strong independent managerial and organisational competence Intercultural sensitivity Willingness to upskill as required by the tasks to be performed Willingness to travel within Laos; Ideally: understanding of German and Swiss Development Cooperation and its governance sector.
