In Lao PDR, GIZ is currently implementing a large number of projects focusing on rural development, conservation of nature and natural resources as well as sustainable economic development. The “Citizen Engagement for Good Governance, Accountability and Rule of Law” (CEGGA) III Project, a joint initiative of two Team Europe partners – Germany and Switzerland, is currently seeking one (1) qualified Lao national for the position of Multi-Stakeholder Platforms and Policy Liaison Advisor, based in Vientiane Capital starting from 01.01.2027 to 31.12.2030. MAIN TASK AND RESPONSIBILITIES: Coordination of activities under output 3. Manage and steer local contributions, consultancy contracts and/or finance agreements. Provide technical advisory services and backstopping support to government and non-government partners on multi-stakeholder processes. Gender Equality Disability and Social Inclusion (GEDSI) mainstreaming and gender-sensitivity assurance of all organized activities. Guidance on coordination and backstopping of cross-cutting tasks and liaison with CEGGA III’s political and implementation partners on national and sub-national level. REQUIRED QUALIFICATIONS: University degree in Public Administration, Political Science or equivalent (Master is desirable). At least 3 years of experience working on governance issues. Demonstrated experience in setting up and facilitating multi-stakeholder formats on sensitive topics. Proven sensitivity in political contexts maneuvering civic engagement with government partners. In-depth understanding of the Lao governance and parliamentary systems, including context knowledge of government and non-government partners. Analytical thinking, strong organizational development and coordination skills. Proven GEDSI mainstreaming experiences. Excellent interpersonal skills, intercultural sensitivity, resilience, team orientation and the ability to work effectively with diverse stakeholders and beneficiaries. Confidence in protocol, conceptual thinking and innovative spirit. Strong process management skills and a good understanding of legal matters in Lao PDR. Proficiency in Business English and strong written and oral communication skills. Experience in grant management and managing complex consultancy contracts is an advantage. Willingness to navigate complex administrative and bureaucratic systems and structures. Willingness to regular travel to the partner provinces.
