ໃໝ່International Consultancy: Technical Support to the Lao PDR GPE Partnership Compact Mid-Term Review (remote with travel…
Chanthaboury (Vientiane Capital)
UNICEF works in over 190 countries and territories to save children’s lives, defend their rights, and help them fulfill their potential, from early childhood through adolescence. At UNICEF, we are committed, passionate, and proud of what we do for as long as we are needed. Promoting the rights of every child is not just a job – it is a calling. UNICEF is a place where careers are built. We offer our staff diverse opportunities for professional and personal development that will help them reinforce a sense of purpose while serving children and communities across the world. We welcome everyone who wants to belong and grow in a diverse and passionate culture, coupled with an attractive compensation and benefits package. Visit [our website](https://www.unicef.org/) to learn more about what we do at UNICEF. **For every child, the right to education**. **How can you make a difference?** *The Global Partnership Education (GPE) Partnership Compact provides a shared framework for the Government of Lao PDR and education development partners to accelerate education system transformation, with improved foundational learning at the centre of the reform agenda. The Compact focuses on improving learning outcomes for all children, particularly those most disadvantaged, while strengthening progression through the education system from early childhood to lower secondary education. Its four mutually reinforcing outcomes address access to quality early childhood education and school readiness; foundational learning and the quality of teaching and learning in primary education; transition to, participation in and retention in lower secondary education; and teacher proficiency, deployment and workforce management.* *These priorities are supported by attention to the wider barriers and system conditions affecting learning and participation, including gender and other inequalities, the use of data and evidence for planning and monitoring, education financing and resource allocation, and institutional capacity and coordination. The Compact therefore serves as a common reform framework for aligning Government action, GPE-supported programmes and wider development partner investments around the priority reform and its intended results.* *The Compact was informed by the ESSDP 2021-2025 Mid-Term Review, the 2023 Joint Sector Review Mission and other sector diagnostics. It is now being implemented within an evolving sector, policy and financing context shaped by the 10th Education, Science and Sports Sector Development Plan (ESSSDP) 2026-2030. The 10th ESSSDP provides the overarching national framework for sector priorities, targets, strategies, financing and implementation during the remaining Compact period. The MTR therefore provides an opportunity to review Compact implementation in relation to the broader sector plan, assess how Government programmes, GPE-supported grants and development partner investments are contributing to the priority reform, and identify practical adjustments needed to strengthen delivery.* *Supporting GPE Compact MTR is part of the ongoing GPE System Capacity Grant (SCG) programme, with UNICEF as the Grant Agent (GA). In close coordination with MoES, co-Coordinating Agency (Australia) and the Education Sector and Sports Working Group (ESSWG), UNICEF, as the Grant Agent for SCG, seeks an international consultant to provide time-bound technical, analytical, facilitation and drafting support to MoES, the ESSWG and its relevant technical structures, UNICEF and education sector partners during the MTR process. The consultant will support a government-led review that triangulates the Partnership Compact, the 10th ESSSDP and available implementation, results and financing evidence, while making maximum use of existing sector monitoring and dialogue mechanisms. The consultant will also support completion of the country information, dialogue and documentation required under current GPE MTR arrangements.* If you would like to know more about this consultancy, please review the complete Terms of Reference here: ***[International Consultancy for Technical Support to the Lao PDR GPE Partnership Compact Mid-term review.pdf](https://secure.dc7.pageuppeople.com/apply/TransferRichTextFile.ashx?sData=UFUtVjMtP8VjTK6PHSERA3qU5P74fMq2RnNydmTuRpUjqpcYlLE8mJeLM5DG4H39vRWTSO06U0isOIPAPI6biWtUrDv5eJe4lC4g7ZOtcK41tma2umZIet1WghpganFAL8-NLfXj8006z_us0Af0aIYR3yRq6g%7e%7e)*** ***To qualify as an advocate for every child you will have...*** ***Minimum requirements: |(****Qualifications/Experience/ Knowledge/Expertise/Skills)* - **Education:** Advanced university degree (Master's or higher) in education, education policy/planning, economics, public policy, international development, social sciences or another relevant field. - **Work Experience:** At least 8 years of progressively responsible professional experience in education sector planning, policy analysis, programme review/evaluation, sector monitoring or education systems strengthening. In recent years, rail travel has become an increasingly important mode of transportation due to improved railway connectivity, cost efficiency, and reduced travel time for official missions and field visits. This includes travel through the Lao-China Railway system and connected routes to neighboring countries where applicable. UNICEF Lao PDR currently experiences challenges in arranging train ticket bookings through existing travel agencies. Most of the contracted travel agencies are unable to provide train ticket booking services, while one agencies that can provide such services offer rates that are significantly higher than local market prices. Additionally, booking train tickets directly through the railway application/platform is operationally challenging, particularly for large group travel such as donor visits, workshops, missions, and official delegations. Train tickets are often released only three days before departure, creating difficulties in securing seats for all travelers on the same train and in the same class category. To support operational efficiency and ensure timely travel arrangements, UNICEF Lao PDR intends to establish a Long-Term Arrangement (LTA) with an individual service provider who can support train ticket purchasing and related coordination services for domestic and regional rail travel. The LTA may also be used by other UN agencies in Lao PDR where applicable. **How can you make a difference?** The overall objective of this Long-Term Arrangement is to establish a reliable pool of train ticket booking services to support UNICEF Lao PDR official travel requirements in an efficient, timely, and cost-effective manner. Specific objectives include: • Facilitate train ticket bookings for UNICEF personnel and partners; • Support urgent and short-notice travel requests; • Coordinate group bookings and seating arrangements; • Assist with travel to destinations within Lao PDR and neighboring countries connected by rail; • Reduce administrative burden associated with railway application bookings; • Ensure travelers receive confirmed tickets and travel information on time. The consultant/service provider will: - Purchase train tickets for official UNICEF travel within Lao PDR; - Arrange railway tickets to neighboring countries, including Thailand, where applicable; - Coordinate bookings for individual travelers and groups; - Monitor ticket release schedules and secure tickets promptly once available; - Ensure travelers are booked on the same train and class whenever possible; - Provide ticket options, schedules, and fare information upon request; - Support urgent and last-minute booking requests where feasible; - Deliver electronic tickets and booking confirmations in a timely manner; - Coordinate ticket changes, cancellations, or re-bookings as required; - Communicate any travel disruptions, schedule changes, or operational issues promptly; - Maintain confidentiality of traveler information and travel plans; - Provide invoices and supporting documents for completed services. - Maintain accurate records of all bookings and transactions and provide consolidated reports on a monthly, quarterly, and annual basis, or as otherwise requested by UNICEF. **To qualify as an advocate for every child you will have…** **Qualifications:** - Completion of secondary education required; - Additional training or certification in tourism, travel management, administration, or related fields is an asset. **Experience** - Minimum three years of experience in travel booking, ticketing, transportation coordination, or related services; - Experience arranging railway travel within Lao PDR is required; - Experience coordinating group bookings is highly desirable; - Familiarity with Lao-China Railway booking systems and regional railway travel arrangements is an advantage. **Skills** - Strong organizational and coordination skills; - Ability to manage urgent requests and short timelines; - Good communication and customer service skills; - Ability to work with online booking systems and applications; - Attention to detail and accuracy in ticket issuance; - Ability to communicate in Lao and basic English. **HOW TO APPLY** The application should contain the following documents: 1. 1. Cover letter explaining suitability for the assignment 2. Curriculum Vitae (CV) 3. At least two references or evidence of previous similar work 4. UNICEF is the selected grant agent for the GPE Tech4Ed to help co-design and implement this initiative with GPE and the technical partner EdTechHub, in close coordination with the Ministry of Education and Sports (MoES) and other key stakeholders in Lao PDR. The initiative draws on the technical expertise, tools and resources of UNICEF and the EdTech Hub to strengthen capacity of and within partner countries to use technology to improve education access and learning outcomes for children. More specifically the Tech4Ed initiative will provide technical, policy and cross-sectoral assistance for countries embedding or scaling technology into their education system. Led by the MoES Digital Transformation Steering Committee and with UNICEF’s support, GPETech4Ed work plan for Lao PDR has been developed and approved by the GPE Secretariat. The GPETech4Ed work plan was developed through extensive consultation processes through the education sector working groups both at the national and sub-national level, ensuring engagement of multi-sectoral key stakeholders, both government, non-government and private sector entities. The GPETech4Ed work is based on a comprehensive situation analysis of Tech4Ed in Lao PDR, that confirmed that despite the steady expansion of access to education, several persistent challenges continue to constrain progress in education quality, inclusion, and efficiency. Available data shows low student learning outcomes such as increasing drop-out and out-of-school rates, persistent inequities in access, and insufficient financing for education. In response, digital transformation of education has identified as a priority in the national and sector strategies to address the systemic issues.
