In 2026, EpiC Laos will continue to strengthen outbreak detection, expand field epidemiology training, improve laboratory and surveillance systems, enhance biosafety and biosecurity, and support coordinated response to public health threats. **Position Summary** The Technical Officer, Laboratory Sciences will work with the EpiC Laos team, government partners, and laboratory networks across the country. The role focuses on improving diagnostic services, strengthening specimen management and transport, and supporting laboratory quality systems. The position will also support training, field supervision, and coordination across national, provincial, and district laboratories. The goal is to help improve timely detection, reporting, and response to infectious disease threats. **Key Responsibilities** - Responsible for the provision of technical assistance to strengthen laboratory services for the prevention, detection, and response to infectious disease threats. - Provide technical support to national stakeholders for developing or updating national diagnostic network strategic plans, SOPs and policies. - Support national, provincial, and district laboratories in updating specimen referral pathways, specimen collection and transport guidelines, and outbreak investigation procedures. - Coordinate and facilitate training for health workers on specimen handling, quality assurance, laboratory standards, and communication of laboratory results. - Support laboratory quality management activities to improve diagnostic readiness and service quality. - Provide technical assistance for national laboratory accreditation, licensing, and external quality assessment programs. - Coordinate maintenance of laboratory equipment and ensure proper management of laboratory commodities. - Conduct field visits to provide quality assurance, quality improvement, and on-the-job training in diagnostic services, biosafety and biosecurity, and supply chain procedures. - Support training activities for diagnostic facilities within the EpiC project and contribute to reporting on training outcomes. - Support coordination across different levels of the supply chain for laboratory commodities. - Assist with other tasks as assigned by supervisors. **Required Qualifications and Skills** - Bachelor’s degree in public health, medical laboratory sciences, or another relevant discipline, or an international equivalent. - Minimum of six years of relevant professional experience, including at least three years working in global health security or infectious disease laboratory programs under donor‑funded initiatives. - Demonstrated familiarity with Laos health and development programs, including national laboratory protocols, guidelines, and health information systems. - Proven experience in capacity building and providing supervision for laboratory facilities. - Strong skills in report writing, data analysis, and professional communication. - Proficiency in Microsoft Office applications. - Ability to travel within Laos and internationally as needed. - Advanced English language proficiency **Experience** - Prior involvement with programs supported by the United States Government. - Working knowledge of the Laos public health sector and NGO landscape. - Experience supporting laboratory strengthening activities at national or provincial levels. - Experience with laboratory quality management systems including biosafety and biosecurity - Experience managing or coordinating specimen transport and referral systems. - Experience working with laboratory information systems or basic digital reporting tools. **Additional Information** This job description outlines the main duties of the position. Purpose of the Consultancy -------------------------- To provide technical support for data monitoring and evaluation during the bOPV SIA, including readiness assessment, intra-campaign monitoring, and post-campaign coverage verification. The consultancy will also support the National Immunization Programme on strengthening Routine Immunization data management system. Background ------------- In October 2025, Lao PDR confirmed a circulating vaccine-derived poliovirus type 1 (cVDPV1) outbreak, which required urgent response measures and highlighted the importance of maintaining high population immunity through supplementary immunization activities (SIAs). This event underscored gaps in surveillance and immunization coverage, emphasizing the need for robust monitoring and evaluation systems to ensure timely detection and effective response to poliovirus risks. Building on lessons learned from the cVDPV1 outbreak in 2015-2016, WHO Lao PDR, in collaboration with the Ministry of Health and partners, is planning a bivalent oral polio vaccine (bOPV) SIA in 2026. The campaign aims to strengthen immunity among children under five and prevent future outbreaks. Effective monitoring and evaluation will be critical to assess readiness, track campaign performance, and verify coverage, ensuring that the SIA achieves its objectives and contributes to polio eradication efforts in the country. Therefore, VDI team is seeking a national STC to strengthening of bOPV SIAs and routine vaccine data management system including monitoring and evaluation of the bOPVs SIA. Deliverables --------------- Under the overall supervision of the WHO Lao PDR VDI Team Leader with guidance from the country office team and in collaboration with the National Immunization Programme of the Ministry of Health, the consultant will: - Review and finalize the bOPV SIA monitoring tools and checklists, and conduct readiness assessments at national and provincial levels. - Carry out real-time monitoring and rapid convenience monitoring (RCM), analyse daily coverage data, and prepare written feedback for the NIP and sub-national EPI teams. - Conduct the post-campaign coverage assessment using Lot Quality Assurance Sampling (LQAS) or an equivalent method, and compile and analyse the data for the final evaluation report. - Prepare data harmonization inputs with MOH, WHO, UNICEF, CHAI and other partners, and prepare technical updates for coordination meetings. **Output 1: bOPV SIA monitoring plan, tools and checklists finalized and readiness assessment completed.** Deliverable 1.1: Finalized monitoring plan, tools and checklists submitted before the campaign. Deliverable 1.2: National and provincial readiness assessment report submitted prior to each round. **Output 2: Intra-campaign monitoring conducted and daily coverage analysis reported.** Deliverable 2.1: Daily monitoring and supervision, and RCM reports produced during each campaign round, with written feedback shared with the immunization technical working group. **Output 3: Post-campaign coverage verified and final evaluation report produced.** Deliverable 3.1: Preliminary coverage analysis report (LQAS/equivalent) prepared in collaboration with NIP and partners. Consultant - Healthcare Financing Strategy 2026

#### Purpose of the Consultancy To support the Ministry of Health (MOH) in pursuing health financing reforms to improve efficiency, equity, accountability and sustainability of health systems in Lao PDR towards Universal Health Coverage (UHC) by developing the Health Financing Strategy 2026-2030 based on the 10th Health Sector Development Plan (HSDP) and current and future health challenges. #### Background Strengthening sustainable financing is critical in maintaining essential health services while improving the health system’s preparedness and readiness for emerging health threats and challenges in the context of the current dire economic situation and donor transition to strengthen resilient health systems and advance universal health coverage (UHC) and other health-related SDGs. With high inflation rates and kip depreciation, Lao PDR has been facing an unprecedented economic crisis since 2023 and until now. The de facto total government budget allocated for health lost half its purchasing power. The 2023 Law on Health mandates a 9% budget allocation – but – just 4 to 5% has actually been provided. Lao PDR is preparing for donor transition with their plan for graduation from Least Developed Country status by 2026 and Gavi transition and Global Fund in the coming years, requiring a much higher level of domestic funding for health and strategic engagement with donors. Moreover, with the geopolitical situation, decrease in ODA and donor support at the global and country levels will be expected, which will affect health planning and financing and the implementation of the health sector strategies and policies in Lao PDR. In this context, it is critical to strengthen sustainability to maintain essential health services and increase efficiency to maximize values of the limited budget available to advance UHC while increasing domestic resource generation (e.g., health taxes including tobacco taxes). Improving efficiency to avoid duplicated support and identify priority areas for enhanced collaboration is critical, particularly for health planning and financing. The government of Lao PDR has been committed to strengthening primary health care as a core foundation to reach the hard-to-reach population and improve efficiency, resilience and sustainability of the health system in their pathway towards achieving UHC. Strengthening sustainable health financing is core to addressing key challenges and achieving the government’s goals through transformative primary health care for UHC in Lao PDR. With support from WHO, MOH endorsed the Health Financing Strategy 2021-2025 and Vision 2030 on 8 October 2021 and WHO supported MOH in implementing the Strategy, including monitoring the progress of the Strategy through Health Financing Technical Working Group meetings. This Strategy prioritizes primary health care and provides a clear direction to improve efficiency, equity, resilience and sustainability of the health system. The Department of Planning and Finance (DPF), MOH requested WHO to support the review and update of the Health Financing Strategy 2021-2025 and Vision 2030 for the next five years (2026-2030) aligned with the 10th HSDP to reflect ongoing discussions on health financing reforms and current and future health challenges. This consultancy will be important to support urgent requests from DPF/MOH in moving forward with sustainable health financing for the health system in the coming years. #### Deliverables Under the direct guidance of Technical Officer for Health Financing with supervision of the HSD Coordinator at the WHO Lao PDR Country Office. The consultant will provide in-country technical support support DPF in drafting the Health Financing Strategy 2026-2030 based on the review of the Health Financing Strategy 2021-2025 and the comments received from national stakeholders and development partners. **Organizational Setting** The main aim of FAO Country Offices, headed by an FAO Representative, is to assist governments to develop policies, programmes, and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
